Do you mean like a city break?
What time of year?
How about London, assuming you’re not from there?
I found London to be the most vibrant city and with the most to see and do. During the summer the weather shouldn’t be too bad there either.

Depends what you like doing. Probably you need to add some more info.
If you like the outdoors then canoeing in France, mountain biking in Spain, walking in Austria …..
For boozing and clubbing then try Ibiza.
For beach then take a tent to the Greek Islands, get on the ferry and local busses to find some remote and beautiful places. Get some ideas from lonely planet.
For city breaks, Prague is good or Tallin (but not for a week) or Berlin. Generally a full week is a bit much for most people in a city. Maybe consider 2 cities – for example Tallin and Helsinki travelling between on the boat.

Rhodes Town – I know its not a city but it really is beautiful

It definitely depends on what you are looking to do and see. There are so many diverse places that you can go. If you want to “see the world”- being touristy and seeing a lot of monuments and historically famous buildings and statues i suggest you go to Italy or France. There is so much to see in both places. I went to Paris last summer and I just came home from a trip to Italy. The trips were hectic, with so much to see, but they were definitely enjoyable and it was incredible to have the opportunity to see the different culture. If you want to relax on the beach and just have a lounge-around holiday then you should go somewhere in southern Italy. There are tons of beaches there and still tons of culture.

Slovakia, its an excellent place for western teenagers. Bratislava has a good nightlife, mountains are not far away, the region in the Slovak Paradise is spectacular. You can stay in hostels, to save money.
